Low-Impact Development Ordinance

To better control stormwater from new construction or from redeveloped properties, Cedar Point joined with its neighboring town, Cape Carteret, on a joint project to develop voluntary ordinances that would encourage developers to use low-impact development (LID) techniques to meet federal, state and local stormwater requirements. Such methods can significantly reduce stormwater flows while saving developers money.
   • Advantages of LID Ordinance
The town hired Withers & Ravenel, an engineering firm in Cary, to help develop the ordinance. The company helped Brunswick County and Wilmington with similar ordinance. Staff from the N.C. Coastal Federation is also helping set up meetings and provide technical material.

Technical Review Team : The town council of each community appointed a technical review team (TRT) that will draw up draft ordinances. The team is made up of local engineers, developers, realtors, town staff, planners and others. They will work with Withers & Ravenel for about 18 months to prepare draft ordinances that will be reviewed by the towns’ planning boards and considered by each town board for approval.

TRT Members : Alan Bell, Bell & Phillips Surveying, Cedar Point; Keith Buck Sr., Prestige Land Surveying, Cape Carteret; Cirila Cothran, Coldwell Banker First Realty, Swansboro; Jimmy Farrington, Yardworks, Cape Carteret; Les Fredeen, Marsh Harbour, Cedar Point; Sherrell Futral, Bluewater Builders, Emerald Isle; Chuck Jordan, Jordan Building Co., Emerald Isle; Bryan Lassiter, Jones Masonic campus, Cedar Point; John McLean, John P.
